Non-accessible content
Navigation and links
Some expanded navigation structures contain links without a meaningful accessible name, and some parent menu items use placeholder links. This may make navigation confusing for keyboard and screen-reader users. This does not meet WCAG 2.2 success criteria 2.1.1 (Keyboard), 2.4.4 (Link Purpose) and 4.1.2 (Name, Role, Value).
Documents
Some PDF and OpenDocument files may not be fully structured for screen readers. They may lack document headings, tags, a logical reading order or meaningful link text. This may not meet WCAG 2.2 success criteria 1.3.1 (Info and Relationships), 1.3.2 (Meaningful Sequence) and 2.4.2 (Page Titled).
Visual presentation and focus
We are reviewing colour contrast, visible keyboard focus and reflow across all templates and interactive components. Individual components may not yet meet WCAG 2.2 success criteria 1.4.3 (Contrast Minimum), 1.4.10 (Reflow), 2.4.7 (Focus Visible) and 2.4.11 (Focus Not Obscured Minimum).
What we are doing to improve accessibility
We are correcting site-wide navigation and theme issues, reviewing page structure and forms, and assessing downloadable documents. We aim to address the highest-impact website issues by 31 December 2026. Documents will be prioritised according to current public need and legal requirements.
